                            Es ist viel passiert seit unserem letzten
                            newsletter: Die Haushaltsverhandlungen des
                            Bundes sind beendet und das sogenannte
                            Dragonerareal ist nicht im Bundeshaushalt
                            für 2016 gelandet. Damit ist der Verkauf
                            auch an dieser Stelle verhindert. Es gibt
                            außerdem neue Beschlüsse zum Umgang mit
                            bundeseigenen Grundstücken. Die SeniorInnen
                            der Begegnungsstätte Stille Straße 10 in
                            Pankow bemühen sich ebenfalls um ein
                            BImA-Grundstück und mitten am Alexanderplatz
                            wird ein Zentrum für Geflüchtete, Soziales
                            und Kunst im bundeseigenen Haus der
                            Statistik gefordert.<br>
                            <br>
                            Und was machen wir: Euch auffordern das
                            Dragonerareal und damit den "Rathausblock"
                            weiter in Eure Arbeit einzubeziehen, denn
                            auch hier geht es weiter. Am Dienstag,
                            08.Dezember, wird es im Rathaus Kreuzberg
                            eine Bürgerveranstaltung zur Vorbereitung
                            des Sanierungsgebietes geben, wir hoffen auf
                            eure zahlreiche Teilnahme...<br>

                            ... ein Instrument kommt selten allein.
                            Nachdem im letzten Jahr die
                            Bezirksverordnetenversammlung
                            Friedrichshain-Kreuzberg beschlossen hat den
                            Bebauungsplan zum sogenannten Dragonerareal
                            zu ändern, zieht nun der Senat nach und
                            startet die Vorbereitungen für ein
                            sogenanntes "Sanierungsgebiet". <br>
                            <br>
                            <b>Die erste
                              "Beteiligungs"-/Informations-Veranstaltung
                              findet am D</b><b>ie</b><b>nstag 8.
                              Dezember 2015 von 18.00 bis 21.00 Uhr im
                              Rathaus Kreuzberg statt. </b><br>
                            <br>
                            Die Veranstalung sollte durch uns nicht
                            unbegleitet bleiben, deshalb: Geht hin,
                            bleibt kritisch und bringt dort Eure
                            Forderungen und "Leitziele" zum Stadtteil
                            ein.<br>
                            <br>
                            Wir fragen uns allerdings, sollte Mitwirkung
                            ohne Gegenleistung sein? Wie wäre es mit
                            einem Stadtteilzentrum für alle NachbarInnen
                            und Engagierten und für echte, alltägliche
                            Beteiligung? Die ein bis zwei geplanten
                            offiziellen Veranstaltungen sind ein bischen
                            wenig um "Leitziele" und "Strukturen" zu
                            erarbeiten. Unsere Meinung nach sollte es
                            dafür deutlich mehr Raum geben.<br>

                            Wir sind dem Investor zu großem Dank

                            viel gelernt und viele Möglichkeiten
                            gewonnen die Entwicklung der Stadt zu
                            thematisieren.<br>

                            Wir sagen auch deswegen Danke, weil er durch
                            seinen Auftritt die Thematisierung von
                            Privatisierung, Investoren-"Kultur" und
                            PR-Propaganda möglich gemacht hat. Wie ernst
                            uns dieser Dank ist, haben wir in einem
                            Abschiedsbrief an ihn nochmal deutlich
                            gemacht. Wir denken, es ist Zeit für ihn
                            die, Segel zu streichen und etwas sinnvolles
                            mit dem aufgesammelten Kapital anzufangen.<br>

                                    Quo Vadis Areal?</big></b></big></big><span

                            Wie im letzten Newsletter berichtet, hatten
                            wir befürchtet, dass die Privatisierung des
                            sogenannten Dragonerareals noch durch die
                            Hintertür möglich gemacht wird. Im November
                            verhandelten die Bundestagsabgeordneten
                            sowohl über den zweiten Nachtragshaushalt
                            2015 als auch über den Bundeshaushalt für
                            2016.<br>
                            <br>
                            Und trotz der eindeutigen Entscheidung des
                            Bundesrats gegen den Verkauf des Areals
                            versuchte das Bundesfinanzministerium diesen
                            im Nachtragshaushalt 2015 einzustellen. Das
                            Ministerium scheiterte hier, und auch im
                            neuen Haushalt für 2016 war kein durchkommen
                            mehr.<br>
                            <br>
                            <b>Die Privatisierung ist gescheitert,
                              vorerst! Eine erneute Ausschreibung zum
                              Höchstpreisverfahren in 2016 ist weiterhin
                              nicht ausgeschlossen.</b><br>
                            <br>
                            Wir hören im Moment "das
                            Bundesfinanzministerium ziehrt sich, ist
                            aber auf dem Weg der Einsicht, unklar ist
                            aber weiterhin wann der Kaufvertrag
                            rückabgewickelt wird."<br>
                            <br>
                            Wir denken: Pronto! -  Die MieterInnen des
                            Geländes brauchen Sicherheit, und die
                            Bundesregierung ist scheinbar nicht in der
                            Lage oder nicht Willens<span

                                    Vadis BImA-Politik?</b></big></big></big><br>

                            Verbilligungsrichtlinie, BImA-Gesetz,
                            Haushaltsgesetz....<br>
                            <br>
                            ... alles nicht so einfach mit dem
                            Fachgesimpel. Ihr merkt wir befinden uns in
                            einem Dauerworkshop, wir bemühen uns kurz
                            und verständlich die Neuerungen der
                            Bundesliegenschaftspolitik zusammenzufassen.<br>
                            <br>
                            Neu ist die verbilligte Abgabe von
                            bundeseigenen Grundstücke an die Kommunen -
                            über die ehemaligen Militärstandorte hinaus.
                            Es gibt Kaufpreisabschläge bei Nutzung der
                            Grundstücke für die Unterkunft von
                            Flüchtlingen <b>und</b> für den sozialen
                            Wohnungsbau.<br>
                            <br>
                            Ab mehr als 8 neu geschaffener Wohnungen im
                            sozialen Wohnungsbau sinkt der Kaufpreis für
                            das Gelände um 25.000 € pro Wohnung.<br>
                            <br>
                            Aber vieles ist weiterhin offen: Nicht
                            angegangen sind die Verfahren nach denen der
                            Wert eines Grundstücks bemessen wird. Auch
                            das BImA-Gesetz für die "Bundesanstalt für
                            Immobilienaufgaben" ist nicht angefasst
                            worden, die Privatisierung durch die BImA
                            also weiterhin nicht ausgeschlossen.<br>
                            <br>
                            Und was machen die "Privaten"? - Sie
                            Versuchen sich wiedermal dazwischen zu
                            drängeln und wollen Grundstücke
                            abschmarotzen. Wir sagen dazu: Nö! -<b>
                              Wohnen muß Gemeingut werden/bleiben!</b><br>

                            Einige von Euch erinnern sich: 112 Tage
                            besetzten die SeniorInnen der Stille Straße
                            10 ihre Begegnungsstätte um die Schließung
                            und spätere Privatisierung des Hauses zu
                            verhindern. Erfolgreich!<br>
                            <br>
                            Da in der Stillen Straße 10 viele Bau- und
                            Sanierungsaufgaben anstünden, verhandelt die
                            Volkssolidarität als Trägerin der
                            Begegnungsstätte mit dem Bund um ein
                            Grundstück in 200 Meter Entfernung. Die
                            Idee: In der Tschaikowskistraße 14 könnte
                            eine Mehrgenerationenhaus und eine
                            Wohneinrichtung für 30 behinderte Menschen
                            entstehen. Der Bezirk Pankow unterstützt
                            dieses Vorhaben.<br>

                            Kein Platz in Berlin? Das kann man
                            angesichts des immensen Leerstands in der
                            Nähe des Alexanderplatz nicht gerade
                            behaupten. Seit Jahren wird über den Abriss
                            des ehemaligen "Haus der Statistik" seniert,
                            7 Jahre steht es mittlerweile leer. 50.000
                            Quadratmeter.<br>
                            <br>
                            Die „Initiative Haus der Statistik“ will
                            beweisen, dass es auch anders geht. Sie
                            spricht sich für ein Zentrum für
                            Geflüchtete, Soziales und Kunst aus.
                            Leerstand soll kreativ genutzt und
                            menschenwürdige Unterbringung beschleunigt
                            werden, anstatt Massenunterkünfte ohne
                            Identität zu schaffen. <br>
